The General Provisions
An international student must comply with the law of PRC during academic years, observe the rules and regulations of HMU and respect teachers, and should study and practice conscientiously according to education plan and arrangement. They should respect the customs and habits of the Chinese people, pay attention to public and personal hygiene, and stick up for friendly relations among an international student .
I. Learning
1Admission and Registration
1.1New students should go through the following registration formalities on the dates in the admission letter from the university:
1.1.1 12 2-inch ID photos;
1.1.2 Fill in the "Registration Form for international students ";
1.1.3 Verify passports, “the admission letter from the university”, and “Registration Form of International Student Visa in China”(JW202 form);
1.1.4 Pay the fees of registration, tuition, textbooks, lodging, mortgage and other costs.
1.2. The other students should return to school and go through the following formalities on the dates informed on the end of last semester.
1.2.1 Verify the student ID and passport;
1.2.2 Pay the fees of tuition, textbooks and lodging;
1.2.3 The student will be regarded as dropping out who fails to return school overdue for two weeks.
1.3 There will be an opening ceremony for international students at the beginning of each semester.
1.4 There will be one-week entrance education for new students.
2 Fees of Tuition and Lodging
2.1 The fees of tuition and lodging must be paid in full within one week after the beginning of new semester. A student needs to register at the Office of Academic Affairs with the receipt. A written statement must be sent to the Tutor’s Office of International Students if there is any special circumstance. The student, exceeding the time limit, must pay the surcharge up to 2% of the total amount each day from the sixth day, if failing to pay in full the fees within five days. The students who fails to pay in full the fees will not be allowed to take the final examinations within 3 months.
2.2 The boarders in school read carefully “the Article Price List of International student Apartment”, pay the deposits of¥3,000 per person, and keep the receipt well. When leaving school after graduation, the students will get back the deposit fully or partially with receipt according to the breakage of the facilities in the apartment. The deposit will not be returned if the facilities in the apartment is destructed maliciously.
2.3If an international student would wants to apply for leave of absence, transfer or drop-out, or are expulsed from school, the rest of fees of tuition and lodging will be measured and returned by month as time unit. None of registration fee will be returned.
3 Management of Learning
An international student should attend all the courses and examinations according to education plan, strictly follow “Records Regulations of International Students of Haerbin Medical University”, to ensure to get through study successfully.
4. Educational Materials
4.1 An international student should confirm to have all the necessary textbooks, or will not be allowed to attend the class without the textbooks.
4.2 An international student should pay¥2,000 for educational materials at the beginning of the first term of each year, and the overpayment will be refunded and the supplemental repaid.
5 The Assessment of Scholarships
5.1 Every international student has the chance of receiving the scholarship. The assessment of scholarship is carried out each semester, with the principle of openness, fairness and justness. There are two kinds of scholarships: 1) comprehensive scholarships; 2) single-event awards. The comprehensive scholarship is divided into three classes: ¥500 per term of special award, ¥400 per term of the first award, ¥250 per term of the second award, the rate of which are 2%, 6% and 12% among the students respectively. The single-event scholarships are awarded to the students with excellent leadership, sports and artistic talent, up to¥50 per term.
5.2 The Criteria of the Comprehensive Scholarship:
5.2.1 Abide by the law and discipline, respect the elders and teachers, keep in harmony with fellow students, be honest and trustworthy, behave civilly, and take an active part in various activities.
5.2.2 Be diligent in his studies, and every course grade is excellent, or meets the required standard.
5.2.3 The cumulative time of sick leave, personal leave and truancy does not exceed 10 periods this term.
5.3Single-event Awards
5.3.1 Award of Excellent student leader: as the leader of class or grade, receive good marks on performance in activities; be above average in academic performance and less than 15 cumulative periods of absence (including sick leave, personal leave and truancy.)
5.3.2 Award of Sports: take an active part in sports of the university or the games above the level of it; be less than 15 cumulative periods of absence. Only selected one student in a grade, and the one will be given preference who has excellent score in the games.
5.3.3 Award of Artistic Talent: take an active part in literary and artistic performances of the school or above the level of the school; be less than 15 cumulative periods of absence(including sick leave, personal leave and truancy). Only select one student in a grade, and give preference to the one who has excellent score in the performances.
5.4 One student cannot be more than one candidate of those awards
5.5 The school will stop or get back the scholarship and the certificate of honor, if the student is disciplined for some ill conduct.
5.6 There is the attendance award, established especially for an international student who has no absence for all the courses of the whole semester, to encourage the students to study hard. The award is presented once every semester,with ¥200 per student and certificate of honor.
5.6.1 The Conditions of Attendance Award.
① No actions of breaking law and regulation;
② No absence in the whole semester (including sick leave, personal leave and truancy);
③ No default of fees of tuition and lodging;
④ Continuing study in our university next semester;
5.6.2 The Application of Attendance Award:
①The time of getting the application form: after finishing all the courses and before the last examination of the semester
② The address of getting the application form: The Tutor’s Office of International students;
③ The confirmation of the qualification for the award: the applicant should get the signatures of academic teachers to confirm no absence or truancy.
④ The time of handing back the form: before summer/winter vacation.
6 The Rule of Asking for leave
6.1 There is 10 % score for attendance in every subject. Marking standards: 1.5 points will be deduced for every 2-period absence; 1 point for being late for every 2-period; 0.5 point for every 2-period sick leave; 0.5 point for every 2-period personal leave. A medical certificate and the form for leave must be presented for sick leave; the relevant evidence and the form for leave for personal leave to the Tutor’s Office of International Students within two days. The student will receive the serious punishment of warning if absent for 3 days without any cause or without the permission for leave, and will be regarded as dropping out if his cumulative periods for truancy reaches 80 periods.
6.2 The student is required to submit his personal application and causes for a sudden attack of sickness or emergency, and he cannot leave school until getting the permission of the Tutor’s Office, the Office of Foreign Affairs and the Office of Academic Affairs .
6.3 An international student can be permitted on principle to leave only for the cause of direct relatives (illness, marriage, death), considering the families of an international student are abroad.
6.4 In the period of the examination, the student on leave must also apply for a stay of examination besides for asking for a leave; otherwise it will be regarded as absence from examination.
6.5 An international student should go through the procedure of leave if not staying at the school during vacation, and may leave after filling the related form.
6.6The student must report back from leave in The Tutor’s Office; otherwise he will be regarded as absence from class. The student who cannot be back in time after the leave is required to inform The Tutor’s Office before the time, with written material.
6.7 The student should not be late for return to school on the pretext of “failing to purchasing a air ticket ”. Summer vacation lasts 6 weeks, and winter 5 weeks. The student should book his/her return flight ticket. He is regarded as absent from classes if failing to return on time.
6.8The student without asking for leave is regarded as truancy.
7 Student activity Yearbook
In January: go sightseeing the Ice and Snow world and skiing in Maoer Mountain on a voluntary basis and at their own expense.
In February: spend Lunar New Year’s Eve dinner with school leadership.
In March: the opening ceremony of the new semester; entrance education for new students; award presentation ceremony.
In April: visit the main building of the campus, the library, the gymnasium, the laboratories, the affiliated hospitals, etc.
In May: the university sports. An international student will participate the parade in the opening ceremony, are allowed to participate all the sports. The entry qualifications and application methods will be informed of by the sports department.
In June: go out on Dragon boat festival. The fifth day of Lunar New Year in May is Dragon Boat Festival, one of Chinese traditional festivals. There are many traditional activities, such as eating zongzi, rolling eggs. The students may participate going out on a voluntary basis and at their own.
In July: city tour on a voluntary basis and at their own expense
In August: mountain climbing and rafting in suburb on a voluntary basis and at their own expense.
In September: the opening ceremony of the new semester; entrance education for new students; award presentation ceremony
In October: art festival of the university. An international student can participate various competitions individually or collectively as a unit. The excellent performances will be invited to show in the opening and closing ceremony.
In November: Chinese song competition of an internationalstudent
In December: visit Harbin Polar Museum and International snow sculpture Art Fairon a voluntary basis and at their own expense
8 Entrance Education for New Students
8.1 New students will receive one-week entrance education. Entrance education will be carried out in Chinese and English in the classroom for an international student. New students must attend it in time, and the student failing to attend will be punished as a truant.
8.2 The content of entrance education: the introduction of the university history,“Records Regulations of International Students of Harbin Medical University”, “International student Handbook of Harbin Medical University”; seeing the campus, the affiliated hospitals, WU Liande Memorial; the education of security of person and property, and the education of fire safety; learning relevant Chinese laws, psychological counseling for new students; knowing Chinese customs and habits, knowing the city of Harbin; the introduction of Chinese life tips, etc.
Ⅱ Campus Life
1 Accommodation in International student apartment
1.1 The university provides apartments for an international student. An international student needs to check in for the initial accommodation, fills two accommodation registration forms, and hands in two 2-inch ID photos.
1.2 Pay mortgage within registration, collect the room key with the receipt.
1.3 An international student should accept the arrangement, and are not allowed to transfer the room or use other beds without the approval from the university. The student should apply for change of his bed or room, if he thinks it necessary and The Tutor’s Office and the management center of apartment will make the decision.
1.4The student needs to present an application in written form if he wants a single room for some particular reason. When the conditions permit, the student can live in a single room and pay the fee for it.
1.5 The management center of international student apartment will provide the implements for cleaning for each apartment (a sweeper and a mop ). An international student should clean their apartment every day, clean their cutlery on time, guarantee the indoor aeration, and dump rubbish promptly, to create a good environment for themselves and others.
1.6Prohibition of damage, demolition, modification of equipment and lines inside the apartments. If a fault occurs, the student should report it to the management center; the persons concerned will repair it.
1.7The student should take proper care of the facilities of the apartment. The student will be fined according to “the Article Price List of International student Apartment” if damaging the facility for the first time. If the public facility is damaged, the students who use it will split the fine equally. The fine is spent on the new one or the parts. Besides, the students should pay the installation expenses.
1.8 During the accommodation, an international student has to pay the fees of electricity, water, gas and internet.
1.9 Be cautious of electricity and fire. An international student should be turned off the power when leaving the room. An international student are prohibited to store flammable, explosive, toxic substances and to set off fireworks and firecrackers in apartment. To guarantee personal and property safety, the apartments are allocated with fire control facilities and devices. An international student are prohibited to take the liberty of using fire control facilities and devices or damage them. If the fire is caused by incorrect use of electrical appliance, the student shall bear civil or even criminal liability according to the relevant law.
1.10 An international student should have the sense of security. Close the windows and lock the door when leaving the apartment. Take good care of their valuables. Report the management center as soon as finding the key to the door is lost. An international student is prohibited to duplicate in private the key of the door, change the door lock, or to break the door or the lock with any excuse.
1.11 An international student of other schools is prohibited to enter or lodge in the apartment. The student will be fined up to ¥200 per person who brings other students to the apartment without permission. The management have the right to question the outsiders, refuse the gate-crashers to enter, or to report to the security department.
1.12An international student is prohibited to raise any pet except fish, or will be fined up to ¥500.
1.13No loud talking or playing music loudly in apartment; prohibition of drinking heavily and gambling; prohibition of prostitution, drug addiction, drug trafficking, missionary activity, and other illegal activities; prohibition of pyramid selling schemes, marketing materials, business activities in apartment; prohibition of illegal possession of firearms, ammunition, knives, police appliance in apartment; prohibition of bringing back to apartment reactionary or pornographic books and audio-visual products.
1.14Opening hours: 5:00--23:00. Go back the apartment before the stated hour. Strictly forbid to climb the windows, gate, fence or balcony as the access to apartment. The student who violates that will be fineup to ¥200 per person.
1.15The university will not provide accommodation for those who have no student status of our university. Anything left in the apartment will be deal with as the unclaimed items.
2 Off Campus Accommodation
2.1An international student who would like to live off campus should choose a formal intermediary agency to rent apartment. The student must go to the police station and fill in “Temporary residence registration form of international population” together with the householder within 24 hours after the signing of the contract. The form is one of the required materials for resident permit. The public security organ will impose a fine of¥500 per person a day after 24 hours, and the total fine will be no more than ¥5000.
2.2The following procedures need going through in the The Tutor’s Office.
2.2.1 Fill in “the examination and approval form of off-campus rental”
2.2.2Present a written application. In it, the student must state that he will be responsible for his own safety during he lives off campus.
2.2.3An informed consent from the parents, a copy of rental contract ID card, a copy of the householder, a copy of passport's first page, a copy of resident permit, “Temporary residence registration form of international population” are required.
2.3The student who does not follow the regulations will be punished by the relevant public security organ.
2.4The student must sign a formal renewal of the contract to renew the contract after the expiration, and no mere verbal agreement is accepted. After the renewal, he must fill a new “Temporary residence registration form of international population” in the police station, and change the personal information in The Tutor’s Office.
3The Application for a Residence Permit and Extension
According to Chapter III of Article XIII in " Law of the People's Republic of China on Control of the Entry and Exit of Aliens," an international student to China must promptly apply for residence permit.
3.1 The initial application for residence permit. Within the validity of visa of PRC, an international student should apply for resident permit in Exit-Entry Administration of Harbin police station, with ¥800 and the following materials:
3.1.1 Fill in “the application form of visa of Foreigner and residence permit”, and hand in two recent ID photos;
3.1.2The original and a copy of valid passport;
3.1.3 Acopy of Visa / residence permit;
3.1.4 The application of the university;
3.1.5 The original and a copy of the permission of receiving an international student from Educational authorities;
3.1.6The original and a copy “Temporary residence registration form of international population”;
3.1.7A copy of jW202 form
3.1.8 A copy of HMU code certificate;
3.1.9 Medical certificate.
3.2 The extension of resident permit. An international student themselves must apply for the extension with ¥800 and all the above materials excluding medical certificate in Exit-Entry Administration of Harbin police station before the expiration.
3.3Fees

3.5 The Important Notices:
3.5.1An international student must apply the resident permit in person.
3.5.2Claim “the application form of visa of Foreigner and residence permit” in The Tutor’s Office, Fill in the form with blue or black pen, and ensure the correct telephone.
3.5.3Only A4 paper is allowed as the written and copy materials.
3.5.4The materials provided by the university or police station must be stamped with official seal.
3.5.5The relevant documents provided by foreign institutions must be certificated by Chinese embassies or consulates.
3.5.6An international student should keep the receipts well, and will obtain passports with them in a week.
3.5.7An international student should handle the appropriate documents before vacation and no office during vacation.
3.5.8An international student should handle the corresponding formalities in advance, avoiding delayed trip because of failing to timely receive passports, for there are many people to apply for visa and resident permit and the process needs 2-3 weeks or longer.
3.5.9 The students with spouse or children must provide the written application and the certificate of relationship statement and pay the cost according to the corresponding regulations, when handling visa for his/her spouse or children.
3.5.10 The acts of violation of Chinese law are that X visa holders fail to promptly apply for resident permit and that one does not apply for extension of resident permit after the expiration, which are the crime of illegal residence. The public security organ will impose a fine of¥500 per person a day, and the total fine will be no more than ¥5000, or detention of 3-10 days.
3.5.11Three two-inch ID photos are required for medical examination or the photos can be taken there.
4 Insurance
4.1 All the foreigners in China must have personal insurance, according to the relevant documents of Chinese Ministry of Education.
4.2 The Tutor’s Office will offer the document about insurance. And an international student must pay the deposit promptly, and purchases insurance at their own expense.

8 Entrance Education for New Students
8.1 New students will receive one-week entrance education. Entrance education will be carried out in Chinese and English in the classroom for an international student. New students must attend it in time, and the student failing to attend will be punished as a truant.
8.2 The content of entrance education: the introduction of the university history,“Records Regulations of International Students of Harbin Medical University”, “International student Handbook of Harbin Medical University”; seeing the campus, the affiliated hospitals, WU Liande Memorial; the education of security of person and property, and the education of fire safety; learning relevant Chinese laws, psychological counseling for new students; knowing Chinese customs and habits, knowing the city of Harbin; the introduction of Chinese life tips, etc.
Ⅱ Campus Life
1 Accommodation in International student apartment
1.1 The university provides apartments for an international student. An international student needs to check in for the initial accommodation, fills two accommodation registration forms, and hands in two 2-inch ID photos.
1.2 Pay mortgage within registration, collect the room key with the receipt.
1.3 An international student should accept the arrangement, and are not allowed to transfer the room or use other beds without the approval from the university. The student should apply for change of his bed or room, if he thinks it necessary and The Tutor’s Office and the management center of apartment will make the decision.
1.4The student needs to present an application in written form if he wants a single room for some particular reason. When the conditions permit, the student can live in a single room and pay the fee for it.
1.5 The management center of international student apartment will provide the implements for cleaning for each apartment (a sweeper and a mop ). An international student should clean their apartment every day, clean their cutlery on time, guarantee the indoor aeration, and dump rubbish promptly, to create a good environment for themselves and others.
1.6Prohibition of damage, demolition, modification of equipment and lines inside the apartments. If a fault occurs, the student should report it to the management center; the persons concerned will repair it.
1.7The student should take proper care of the facilities of the apartment. The student will be fined according to “the Article Price List of International student Apartment” if damaging the facility for the first time. If the public facility is damaged, the students who use it will split the fine equally. The fine is spent on the new one or the parts. Besides, the students should pay the installation expenses.
1.8 During the accommodation, an international student has to pay the fees of electricity, water, gas and internet.
1.9 Be cautious of electricity and fire. An international student should be turned off the power when leaving the room. An international student are prohibited to store flammable, explosive, toxic substances and to set off fireworks and firecrackers in apartment. To guarantee personal and property safety, the apartments are allocated with fire control facilities and devices. An international student are prohibited to take the liberty of using fire control facilities and devices or damage them. If the fire is caused by incorrect use of electrical appliance, the student shall bear civil or even criminal liability according to the relevant law.
1.10 An international student should have the sense of security. Close the windows and lock the door when leaving the apartment. Take good care of their valuables. Report the management center as soon as finding the key to the door is lost. An international student is prohibited to duplicate in private the key of the door, change the door lock, or to break the door or the lock with any excuse.
1.11 An international student of other schools is prohibited to enter or lodge in the apartment. The student will be fined up to ¥200 per person who brings other students to the apartment without permission. The management have the right to question the outsiders, refuse the gate-crashers to enter, or to report to the security department.
1.12An international student is prohibited to raise any pet except fish, or will be fined up to ¥500.
1.13No loud talking or playing music loudly in apartment; prohibition of drinking heavily and gambling; prohibition of prostitution, drug addiction, drug trafficking, missionary activity, and other illegal activities; prohibition of pyramid selling schemes, marketing materials, business activities in apartment; prohibition of illegal possession of firearms, ammunition, knives, police appliance in apartment; prohibition of bringing back to apartment reactionary or pornographic books and audio-visual products.
1.14Opening hours: 5:00--23:00. Go back the apartment before the stated hour. Strictly forbid to climb the windows, gate, fence or balcony as the access to apartment. The student who violates that will be fineup to ¥200 per person.
1.15The university will not provide accommodation for those who have no student status of our university. Anything left in the apartment will be deal with as the unclaimed items.
2 Off Campus Accommodation
2.1An international student who would like to live off campus should choose a formal intermediary agency to rent apartment. The student must go to the police station and fill in “Temporary residence registration form of international population” together with the householder within 24 hours after the signing of the contract. The form is one of the required materials for resident permit. The public security organ will impose a fine of¥500 per person a day after 24 hours, and the total fine will be no more than ¥5000.
2.2The following procedures need going through in the The Tutor’s Office.
2.2.1 Fill in “the examination and approval form of off-campus rental”
2.2.2Present a written application. In it, the student must state that he will be responsible for his own safety during he lives off campus.
2.2.3An informed consent from the parents, a copy of rental contract ID card, a copy of the householder, a copy of passport's first page, a copy of resident permit, “Temporary residence registration form of international population” are required.
2.3The student who does not follow the regulations will be punished by the relevant public security organ.
2.4The student must sign a formal renewal of the contract to renew the contract after the expiration, and no mere verbal agreement is accepted. After the renewal, he must fill a new “Temporary residence registration form of international population” in the police station, and change the personal information in The Tutor’s Office.
3The Application for a Residence Permit and Extension
According to Chapter III of Article XIII in " Law of the People's Republic of China on Control of the Entry and Exit of Aliens," an international student to China must promptly apply for residence permit.
3.1 The initial application for residence permit. Within the validity of visa of PRC, an international student should apply for resident permit in Exit-Entry Administration of Harbin police station, with ¥800 and the following materials:
3.1.1 Fill in “the application form of visa of Foreigner and residence permit”, and hand in two recent ID photos;
3.1.2The original and a copy of valid passport;
3.1.3 Acopy of Visa / residence permit;
3.1.4 The application of the university;
3.1.5 The original and a copy of the permission of receiving an international student from Educational authorities;
3.1.6The original and a copy “Temporary residence registration form of international population”;
3.1.7A copy of jW202 form
3.1.8 A copy of HMU code certificate;
3.1.9 Medical certificate.
3.2 The extension of resident permit. An international student themselves must apply for the extension with ¥800 and all the above materials excluding medical certificate in Exit-Entry Administration of Harbin police station before the expiration.

3.5 The Important Notices:
3.5.1An international student must apply the resident permit in person.
3.5.2Claim “the application form of visa of Foreigner and residence permit” in The Tutor’s Office, Fill in the form with blue or black pen, and ensure the correct telephone.
3.5.3Only A4 paper is allowed as the written and copy materials.
3.5.4The materials provided by the university or police station must be stamped with official seal.
3.5.5The relevant documents provided by foreign institutions must be certificated by Chinese embassies or consulates.
3.5.6An international student should keep the receipts well, and will obtain passports with them in a week.
3.5.7An international student should handle the appropriate documents before vacation and no office during vacation.
3.5.8An international student should handle the corresponding formalities in advance, avoiding delayed trip because of failing to timely receive passports, for there are many people to apply for visa and resident permit and the process needs 2-3 weeks or longer.
3.5.9 The students with spouse or children must provide the written application and the certificate of relationship statement and pay the cost according to the corresponding regulations, when handling visa for his/her spouse or children.
3.5.10 The acts of violation of Chinese law are that X visa holders fail to promptly apply for resident permit and that one does not apply for extension of resident permit after the expiration, which are the crime of illegal residence. The public security organ will impose a fine of¥500 per person a day, and the total fine will be no more than ¥5000, or detention of 3-10 days.
3.5.11Three two-inch ID photos are required for medical examination or the photos can be taken there.
4 Insurance
4.1 All the foreigners in China must have personal insurance, according to the relevant documents of Chinese Ministry of Education.
4.2 The Tutor’s Office will offer the document about insurance. And an international student must pay the deposit promptly, and purchases insurance at their own expense.
